Lawmakers stress need to ban balloon releases | New

HARRISBURG — Citing the serious threat posed to wildlife, livestock and pets by balloon waste, a group of lawmakers and animal advocates gathered at the State Capitol on Wednesday to stress the need for legislation prohibiting the intentional release of balloons in the Commonwealth.

House Bill 2614, drafted by State Representative Matthew Dowling (R-51), would prohibit any state or local organization, entity or person over the age of 13 from intentionally releasing a balloon into the atmosphere, with some exceptions near for balloons released for scientific or meteorological purposes and hot air balloons.
